Project of Establishing System for Collection, Payment and Audit of Toxic Substances and Chemical Substances Management Fund

In order to promote the fee payment system of toxic and chemical substances management, this project sorted domestic and foreign fee systems and management. The system structure based on draft regulations of chemical substances operating fee collection regulations was designed. Fee systems from European Union, United States, Canada, Australia, Finland, and Sweden were researched. Moreover, the idea of rate calculation for chemical charge in Sweden was similar to our fee payment system of toxic and chemical substances management. Fees were calculated by determining the number of the product and each weight. Meanwhile, the purpose and expenditure of the fee payment system were compared to other environmental protection fee payment systems. The analysis was provided to the Toxic and Chemical Substances Bureau for reference. Furthermore, this project analyzed report records of operating toxic chemical substances from 2015 to 2020. Types of certificate (permit, registration document, and approval application) and the operating volume of chemical substances were analyzed as well. 36 functions were designed in Toxic Substances and Chemical Substances Management Fund system to promote the fee payment system of chemical substances management. According to different users, the system was divided into industry and authority. The function in the system for industry included calculation of operating fee, and query functions such as payment and write-off. Industry users could instantly view every stage of payment history. On the other hand, decision support system was provided for authority user. It was flexible to change the fee rate based on the draft regulations and presented the amount of estimated operating fee immediately. It provided the reference to charging policies for the Toxic and Chemical Substances Bureau. In terms of data privacy, application certificates through government certification authority (GCA) provided encryption between a web server and a web browser. It ensured data security and protected data integrity during transmission. System protection included account authentication, password management, sensitive data protection, system-code security, file upload management and host protection. System security test and vulnerability scanning were regularly conducted to improve the protection of information systems security.
